Pre-Conference Discussion on Topic 1: Nuclear Proliferation in Central Asia

Hello all! The CIMUN conference is approaching and I thought it would be beneficial for us to make most of the pre-conference time and start discussing the topics in effort to be as productive and efficient as possible during committee. Azerbaijan believes that diplomacy is the best way to sort through these issues. Treaties like the NPT and NWFZs are integral to insuring cooperation and peaceful negotiations in the future. With the mutual respect between signing nations, we will be able to forge ahead in creating new and more thorough regulations to better protect all nations. Similarly to Tajikistan, Azerbaijan resents the use of force to coerce nations into agreement. Not only does this generate animosity between nations who are supposed to be partners, but it also defeats the purpose of a nation's willingness to participate in the treaty.

Also Tajikistan would like to point out that forced actions on countries may result in more tensions that may eventually lead to conflicts. And conflicts in countries that have unstable and unmonitored nuclear activities is not a situation Tajikistan would like to see emerge. Tajikistan encourages countries to open negotiations before drastic actions are taken.

While it is a must for all

While it is a must for all nations to abide by international standards for the continuing security of the global community, failure to enforce certain areas of a treaty cannot be an immediate justification for sanctions. Many nations simply lack the adequate resources to completely eradicate the transfer of nuclear materials. As an international, diplomatic body, we the IAEA should work to aid nations in enforcing the non-proliferation treaties they sign in order to increase regional and global security.

Presently, Serbia is part of

Presently, Serbia is part of and supports the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which acts to try to encourage the appropriate use of nuclear material. In addition, Serbia supports the creation of the Central Asia Nuclear Weapon-Free Zone (CANWFZ). Serbia is in the process of helping to eliminate the use of nuclear material around the world, especially in the hotbed of nuclear technology and weaponry known as Central Asia. Serbia is clearly not a problem when it comes to nuclear proliferation in Central Asia, because it is simply not in Central Asia and does not have the nuclear power those countries do.

Tajikistan would like to echo

Tajikistan would like to echo the warnings of the delegation of Eygpt that national sovereignty cannot eclipse international security. No member state of the IAEA can conscientiously work out of self interest to develop a nuclear arsenal while sacrificing progress towards a nuclear weapons free world. Tajikistan condemns any actions towards developing nuclear weapons by any nation. Any attempt to develop nuclear weapons in contradiction to IAEA safegaurds or NWFZ agreements would provide sufficent cause for the IAEA and United Nations to impose sanctions against said rogue state.

Yemen believes that nuclear

Yemen believes that nuclear proliferation in Central Asia should be encouraged. Yemen wishes to make it clear that they support peaceful nuclear facilities. Yemen only supports nuclear energy proliferations. Yemen condemns nuclear weapon proliferation.

Slovenia, are you implying that a state's hypothetical right to develop and possess nuclear weapons supersedes the safety of a region, or even the whole world?

Yes NWFZs can infringe on a

Yes NWFZs can infringe on a state's sovereignty, but it is the duty of the member states to ensure equal support of the treaties so that no forgein state may intervene in another nations affairs. By signing onto a NWFZ treaty, a nation has to be willing to cede somw power to an international body to ensure regional security.

Slovenia widely supports NWFZ; however, Slovenia is also wary of their threat to State sovereignty.

Tajikistan welcomes the

Tajikistan welcomes the gracious support of CANWFZ by the other nations of the IAEA. Tajikistan would like to see our example help create other NWFZs across the globe. The continuation of the NPT and CTBT also must be discussed. As a leader in the CANWFZ coalition, Tajikistan believes that further ammendments to the NPT and CTBT are necessary as our world rapidly develops into a more innovate community. With the technology boom of the past two decades, several sections of the NPT are either too vague or outdated. Tajikistan expresses the need to increase regional and sub-regional treaties to increase stability and security. With additional NWFZs, development of nuclear arsenals will be hampered due to opposition from the international community. Tajikistan hopes to see its fellow IAEA member states work towards further expansion of NWFZs and work towards the elimination of nuclear weapons in our world.

Tajikistan would additionally wish to echo the message of The Republic of Georgia concerning the importance of protecting and promoting the welfare and security of the global community through international agreements to ban nuclear weapons.

Niger too supports the CANWFZ. Niger is currently a part of the NWFZ of Africa, and supports the creation of other NWFZs around the world

themselves in accordance to treaties a country may be party to in order to protect and promote the welfare and security of the global community.

Hello Tajikistan and Azerbaijan! Slovenia in many ways has views aligning with both of your countries. Slovenia has taken an active stance in the fight against funding, transport, and use of nuclear weapons. As a signer of the NPT, Slovenia sees the obvious dangers of nuclear proliferation and its potential to create wars and conflicts, especially in the somewhat unstable areas of Central Asia. Slovenia is also a member of the Zangger Committee and of the Nuclear Suppliers Group, both of which help some of the most developed countries organize policies on the strengthening of control over technology, which might be used for the production and spread of nuclear weapons.

Hello Tajikistan! Azerbaijan's views in regards to Nuclear Proliferation are pretty much in line with yours. Azerbaijan is entirely against the use, construction, and deliverance of any form of nuclear arms in the middle east. Azerbaijan has been taking the steps necessary to secure its own region. These steps include integration of national nuclear and radioactive safety stations into an international network, supplying advanced equipment in the field of nuclear and radioactive safety to said stations, and funding the research and development of modern technologies for forecasting nuclear explosions. Azerbaijan has also made several efforts to encourage other countries to fight the proliferation of weapons of mass destruction. In the summer of 2002, Azerbaijan even went as far to hold a seminar on the implementation of the Comprehensive Nuclear Test-Ban Treaty, a treaty Azerbaijan believes highly in. Azerbaijan appreciates the fact that you are in line with our non-proliferation efforts and looks forward to bettering the world at large at this upcoming conference!

Great idea. My partner and I are representing Tajikistan. Tajikistan has always taken a resolute position against the inhumane, destructive powers of nuclear weapons of mass destruction and believes this issue must be brought to the attention of all international negotiations. Tajikistan has always aggressively opposed the proliferation of nuclear weapons. Tajikistan remains concerned with the imminent danger of further proliferation of WMDs in the region and encourages all countries to immediately act to secure the discontinuation of all nuclear weapons facilities. As part of a cooperative effort to eliminate the threat of nuclear weapons in the volatile region, Tajikistan along with Kazakhstan, Kyrgyzstan, Turkmenistan, and Uzbekistan, signed the Central Asian Nuclear Weapons Free Zone treaty. The proliferation crisis in Central Asia poses a grave danger for peace and stability in the region. Tajikistan believes that any attempt of resolving the issue through military means would only increases border tensions. Tajikistan will continue in an effort of achieving greater stability in the region through diplomatic negotiations. Tajikistan calls upon the global community to continue to promote the progress and successful completion of the international relations to bring a peaceful end to the crisis.
Tajikistan opposes the developing of nuclear weapons, but affirms the right of all nations to produce their own nuclear energy in accordance with IAEA safeguards and regulations. Tajikistan will defend the right of all nations to advance nuclear energy facilities with the purpose of producing an alternative form of energy. Any attempt to regulate or block such advancements would be in violation of a nation’s sovereignty. Tajikistan is working closely with the IAEA to further diplomatic relations with nations possessing nuclear technology to rise up to new standards as innovative leaders in our world.
